11 May 1998: All marriages of a witch or wizard to a Muggle, half-breed, or non-magical creature, including but not limited to werewolves, veelas, giants, and goblins, are banned. The Ministry is in the process of getting all such marriages that currently exist within the English Ministry of Magic dissolved. Any couples that fall under such a classification will receive notice within thirty days, and appeals will be heard by the Wizengamot.
11 May 1999:The Marriage Decree - All purebloods, Death Eaters and other pureblooded Ministry workers over the age of 25 are required to marry a fellow pureblood by 1 January 2000. Failure to do so will result in a lottery drawing that will automatically choose their spouse for them. All marriages must taken place before 1 January 2000. All marriages must be recognised by the Ministry for Magic. - No married couple without children and no married couple with children older than 18 months will be allowed birth control. (Other contraceptives that the Ministry is unable to regulate are available). - All newly-married couples are required to provide the Ministry with proof of pregnancy (successful, potential, or failed) within six months of marriage, or if already married, within six months of this Decree being announced: 11 November 1999. Any failure to comply will result in clinical tests to determine fertility and eventual forced conception. - Any couples or members of a couple found to be infertile will be allowed the option of fertility treatment, the use of a female full- or pureblood surrogate if the woman is unable to carry to term, or if the woman is barren and the man fertile, the man will be permitted the use of a female full- or pureblood surrogate to carry his child biological, to be turned over to the couple with full parental rights upon the instant of its birth. If both members of the couple are completely barren, they will be permitted to adopt a pureblood child. - No annulments will be allowed. Divorce will be allowed after three years, and the couple in question must prove that they have tried to make it work to the best of their ability, and that such a union is not beneficial to Wizarding Society. - Anyone refusing to marry will be arrested and legally bound to a spouse by the Wizengamot, and then released into their spouse and spouse's family's care.
